The provision of healthcare services, from healthcare management to the entire patient care process, is segmented into different actors (retirement homes or other types of residences, primary care, rehabilitation, hospital care, public health, specialized care (and within these, specialized care, diagnostic tests, etc.). Sometimes with clear responsibilities and other times they overlap.
Furthermore, within each of them, there are a multitude of providers of different types and with their own organization and idiosyncrasies: public, private, chartered, etc. To make matters worse, within each of them, there is organizational and cultural heterogeneity.
The patient goes through them indiscriminately in their care process, which makes efficient management of the disease extremely difficult, especially when the pandemic generates queues and waits that hinder this transition.
